Is he cheating - "...we only have sex maybe 3 times a month"

I've been with my boyfriend for 5 years now and this year has been different from all the others.

We haven't shared a passionate kiss since Dec.31. When ever I make an attempt to kiss him like that be backs away.

And we only have sex maybe 3 times a month. And it dosent bother him. I bring these issues up every month and he always says the same thing "I haven't notice".
